9。检查评估及有效性

9.1   Ship Inspections

(a)作为OCIMF的积极成员,ADNOC充分支持并参与OCIMF的委员会和论坛。
(b)   The ADNOC Ship Vetting Department applies the OCIMF “30 days inspection” rule, but nevertheless requires a vessel to undergo a fresh SIRE inspection prior to being considered for ADNOC Group business in the following cases:
  1. 船舶没有船舶共同海损报告或者船舶共同海损检验报告不满六个月的;
  2. 如果容器有过技术管理,标志或类变化;
  3. 如果该容器已被拘留作为端口状态检查的结果;
  4. 如果船曾参与在过去六(6)个月的事件;
  5. 如果最新SIRE检查表明船舶或其设备或船员的条件不,在ADNOC看来,大幅满足其要求;和
  6. 如果以前访问任何石油港口或任何其他ADNOC集团设施中出现了有关船舶显著负反馈。
(c)船舶检验可由海事海事委员会或OCIMF成员公司的任何认可的SIRE检验员进行,但海事海事委员会船舶检验部门在其认为必要时保留要求海事海事委员会进行船舶检验的权利。
(d)   Inspections shall normally be carried out during cargo operations, and preferably during discharging operations. Bunkering operations by themselves shall not qualify the vessel as being in operational status.
(e)   A one-off, limited validity for three (3) months may be granted for those inspections conducted in idle status, within which period an operational SIRE inspection report must be made available in the SIRE database for assessment.
(f)船舶检验不包括对船舶结构的检验,而包括通过船级报告对结构细节的审查。
(g)   Inspections required for vetting purposes must be carried out by inspectors, accredited for the type of ship by OCIMF-SIRE as appropriate.
(h)  It is in the ADNOC Group’s sole discretion whether to charter vessels rated as acceptable by the ADNOC Ship Vetting Department.
(i) ADNOC集团及其任何雇员、代理人或承包商均不因接受/不接受某一船舶而对任何船东、经营人或第三方承担任何责任。
(j)审查接受和有效性不应视为全盘批准,因为它可能受到下列因素的影响:
  1. 业主/运营商的形象;
  2. 终端和操作反馈,市场情报,伤亡数据,PSC检查和由ADNOC船舶审批部门掌握的其他资料;
  3. 船舶状况的改变;和
  4. 未来的国际或国内立法的变化和/或本标准中的任何改变。
(k)船东应按照本标准附录1所列明细表支付审查检查费。根据ADNOC首席执行官的决定,本关税可在不经任何通知的情况下随时修订。

9.2   Oil Tankers, Chemical tankers and Gas Carriers

(一)正如上文所述,审查将主要基于最新SIRE检查报告的OCIMF-SIRE系统上可用的OCIMF成员公司的评估,提交一(1)。
(b)只有直接从OCIMF-SIRE数据库下载、由ADNOC船舶审查部门提供的SIRE报告可用于评估目的。
(c)   If there is no SIRE ship inspection report available in the SIRE system, the vessel will need to be inspected by one (1) of the accredited SIRE inspectors.
(d)不应考虑由船东、经营人、租船人、货主提供的报告,或从OCIMF-SIRE以外的来源取得的报告。
(e)公畜检验必须在过去六(6)个月内完成,最好是在卸货期间完成。
(f)船舶应根据评估结果予以接受。
(g)   The vessels’ age will be instrumental in determining the frequency of assessments.
(h)如果有任何未完成的观察,海事卫星指挥中心船舶审查部通常将与船舶操作员联系,以确定这些观察是否已圆满结束。如果认为有必要,船舶将需要接受一(1)名OCIMF认可的检查员或ADNOC检查员的检查。

9.3   Dry Cargo Ships

(a)接纳散货船、一般货物、干货、滚装船及货柜船,须根据海事情报资料来源、港口监察委员会纪录及历史码头回馈报告的最新记录,作出评估。
(b)在每次通话前都会进行评估,并根据“清洁”的过往船舶性能记录进行验收,包括但不限于PSC扣留和伤亡/事故记录。
(c)接纳须视乎PPA人员或其指定代表在抵港时及停泊前的体格检查结果是否令人满意而定。
(d)   Changes in national or international regulations, or changes to ADNOC policies or specific internal requirements may lead to rejection of previously accepted ships.

9.4旅客/邮轮/渡轮

(a)   PPA will permit only those passenger vessels which are inspected and accepted by the ADNOC Ship Vetting Department prior to calling at any of the Petroleum Ports or within its Port Limits.
(b) ADNOC验船只会在船东提出要求,并在船东接受ADNOC验船条款及条件后,才会规划及进行。检查必须由海事仲裁委员会船舶审查部门批准和接受的检查员进行,并必须遵循海事仲裁委员会船舶审查系统规定的程序。
(c)   In the event of any high risk observations being raised during the initial inspection, follow-up inspections shall be conducted on board the vessel to verify satisfactory close-out.
(d)高风险观测将不限于船舶的状况和/或操作。与船东和/或运营商和/或机组人员/乘客有关的其他因素也将在个案基础上加以考虑和评估。
(e)   Should the vessel fail to prove completion of corrective actions and close-out of any high risk observations to the ADNOC Ship Vetting Department’s satisfaction, during the follow-up inspection, a new cycle of full inspection and follow-up shall be required.
(f)   Should a vessel fail to achieve acceptance after the second cycle of inspection, the vessel shall be considered as a high risk and be banned for three (3) months from the date of the second follow-up inspection.
(g)   Upon completion of the period of three (3) months, should the vessel be nominated again, a fresh full inspection shall be conducted.
(h)   Vetting approval and validity shall be granted to the vessels based on the inspection outcome, which will vary dependent on the observations risk level.
